INSURANCE LIABILITY NOTICE:

Juneteenth Committee Tri-Cities WA insurance DOES NOT COVER PARADE PARTICIPANTS. Participants are required to carry auto insurance and provide proof of such insurance at the time of registration. Adequate insurance must cover any liability for damage, injury, economic loss, or other liability which may be incurred by individuals and/or organizations before, during, or after the Juneteenth Parade. Contact your insurance agent, your legal advisor, and/or other competent risk management professionals for advice if you have any questions about the adequacy of your individual or organization’s insurance coverage and liability. Juneteenth Committee Tri-Cities WA reserves the right to refuse participants the right to enter the parade if all requirements are not met.

as a group representative hereby release, give-up and forever discharge Juneteenth Tri-Cities WA., it’s officers and directors, severally or jointly, the sponsors presenting the Juneteenth Celebration and Parade, Tri-Cities and its employees and volunteers from all liability, claims, actions and possible causes of action whatsoever that may accrue to any member of the group from every and any possible loss, damage and injury (including death) that may be sustained while participating in the parade.

PARADE RULES & REGULATIONS

Event Date/Time: June 14th, 2025 – 11:00am-12:00 Noon

Staging Times: 9:00am – 10:30am

The following rules and regulations apply to all Annual Parade applicants:

1. Entries must observe all applicable rules and regulations along with police and /or parade officials or be barred from the parade which will jeopardize their future invitations to the Annual Parade. The Juneteenth Parade Committee reserves the right to remove any entrant from the parade that does not follow rules, has safety concerns, inappropriate displays or is deemed an unsuitable entry for the event. Floats and other units advocating, opposing, or depicting any political, religious, or social issues are subject to approval by the Parade Committee.

2. All entries must be approved by the Juneteenth Parade Committee. Event parking, parade route, your assembly area, assembly times as well as additional instruction will be given at the registration meeting.

3. All entries must be decorated, in costume/uniform or otherwise entertaining, except for dignitaries. The Juneteenth Committee reserves the right to withdraw any unit of which costume or performance does not meet parade rules and regulations or conform to the standards of reasonable public taste. Appropriate dress is required. Please remember children will be present along the parade route.

4. Only passengers or walking parade participants will be allowed to distribute individually wrapped candies or other items, such as beads, koozies, bumper stickers, money, flyers, etc.… along the parade route. Drivers are not allowed to throw candy/items from vehicles.

5. Parade participants may not mingle with or accost parade route spectators.

6. Alcoholic beverages are strictly forbidden on any float, in any vehicle, or on the person of any participant. Participants consuming alcohol prior or during the parade will be removed from the line-up.

7. Displaying or dispensing any drug, and/or any drug paraphernalia is prohibited. Any participant engaging in such action will be removed from the parade and police will be notified.

8. No additional vehicles (including, but not limited to cars, vans, scooters, and marchers) will be allowed to accompany units, unless deemed essential by the Juneteenth Parade Committee.

9. Entries that do not appear on parade day without prior notification to the Celebration Office will jeopardize their future invitations to the Annual Parade.

10. The discharge of firearms, firecrackers, or other pyrotechnics is not permitted.

11. Royalty must ride upon a float/vehicle.

12. All participants must complete the entire parade route.

13. Organizations/groups using a sound system are responsible for obtaining and maintaining their own equipment.

14. Commercial entries, including those sponsored by or displaying commercial signage, will be charged (see registration form). Non-profit organizations may allow one decorated vehicle to enter the Annual Parade.

INSURANCE

1. All floats, vehicles, and equestrian entries must provide proof of insurance.

2. Evidence of your insurance must be received by Juneteenth Committee Tri-Cities WA prior to Saturday, June 14th, 2025.

3. Any entry not providing evidence of insurance will not be allowed to participate in the 2025 Annual Parade.


MECHANICAL BREAKDOWNS

If you have difficulties with your vehicle/float it will be towed (at vehicle owner’s expense). Every effort will be made to pull the float along the parade route; however, the parade committee will evaluate whether it can be safely pulled or if it should be removed from the parade. Please keep in mind that a good running motor, with adequate fuel is a critical part of every float.


EQUESTRIAN

1. A clean-up unit will NOT be provided by the Juneteenth Committee. (must be Provided by Participant)

2. Equestrian entries must be able to travel the over two-mile parade route in the heat of a June day.

3. All horses must always have intra-oral bits or a hackamore in their mouth. Any rider showing inability to control his animal will be deemed unsafe and will be removed from the parade.

4. Equestrian will need to wear some form of shoes to help prevent slips, falls due to walking/riding on asphalt.

5. Only One Rider Per Equestrian.

6. All riders under 10 must be accompanied by an adult.


DANCE/CHEER/ MARCHING BANDS/SPORTS TEAM(S)

1. Marching groups must be in uniform and accompanied by a banner or vehicle.

2. Participants walking/marching with an entry or marching band must be at least 10 years of age.

3. Costumed individuals or walkers can distribute flyers & candy.

4. Band members, directors, support personnel, and walkers must be in uniform or costume.

5. There should be one adult for every 10 children marching in the parade. 6. Forward movement maneuvers ONLY are permitted by the marching units. A spacing of 50 feet between each unit will be enforced. All units are required to close the gap between participants when asked by parade officials.

7. All marching units must maintain a forward motion. Routines that cause a gap will not be permitted.

8. Any entrants consisting of children less than 10 years of age need to be on a float/vehicle or followed by a pickup vehicle.

9. Walking & Marching units may have a support vehicle & water.


MOTORCYCLE CLUBS

1. Club must be a legitimate organization.

2. Stunts. Tire rubber burning, or breaking formation is forbidden. Violators will be pulled immediately, and the entire club will be banned from future parades.

VEHICLE/FLOAT

1. All Vehicles/Trailers must be decorated.

2. Entries may display a wide variety of designs, so long as they are in good taste.

3. Drivers must remain with their float/vehicle prior to the commencement of the parade. Please note the parade may travel along a slight grade and move slowly, this can be very hard on manual cars and their drivers.

4. You are required to display a banner/sign identifying your organization on both sides of your float/vehicle. Only one commercial name to be visible per entry.

5. Sound is permitted with a float or vehicle with prior specific approval from the Juneteenth Parade Committee. Sound must not contain sexually explicit lyrics or profanity. Only a limited number of floats/vehicles with sound can be approved due to conflicts with bands, equestrian entries, and other floats/vehicles.

6. Floats are not to exceed 14 feet in height or 10 feet in width. Maximum length is 12 feet per unit. Floats may be pulled by a small car, truck, tractor, or 4-wheeler. They may not be pulled by hand unless in the case of an emergency. Floats must accommodate a tow rope.

7. Floats are to not stop for more than two minutes along the parade.

8. If you have difficulties with your float/vehicle it will be towed (at vehicle owner’s expense). 9. All exhaust pipes near decoration(s) or people must be insulated.(noise)

10. Floats must be capable of maneuvering around sharp turns.

11. All participants riding on floats must be wearing safety belts or have handholds while the float is moving.

12. Each float entry must provide a single float walker.

13. Costumed individuals that enhance the theme of the entry can walk with prior approval from the Juneteenth Parade Committee. Walkers can distribute approved flyers, candy, or money.

14. Each parade float must have a fire extinguisher.

15. Please do not open flames on any floats/vehicles.

16. Juneteenth Parade Committee reserves the right to refuse any vehicle losing fluids, emitting unacceptable exhaust fumes, or in poor operation condition.
